Tokologo Municipality Notes Progress on Major Notsi Solar Project in the Free State

Tokologo Local Municipality notes the commencement of construction on the R9 billion Notsi Solar PV Project in Dealesville, a major renewable energy investment that contributes to South Africa’s transition towards cleaner and more reliable energy.

The project is led by independent power producer Anthem and will have a generation capacity of 475 MWac, equivalent to 620 MWdc. It will cover approximately 1 000 hectares and consist of more than 860 000 solar panels, making it one of the largest solar developments in the country.

The Notsi Solar PV Project has secured long-term power purchase agreements with energy traders Discovery Green and NOA. The electricity generated will support businesses across various sectors and contribute to energy security and economic activity.

Construction is expected to be completed within approximately 26 months. The project has also received environmental approvals for the possible future integration of a battery energy storage system, which could further improve grid flexibility and reliability.

As part of the development, Anthem is constructing the Artemis Main Transmission Substation, which will later be transferred to Eskom. This investment will strengthen grid infrastructure and support the reliable delivery of renewable energy.

The Municipality welcomes developments of this nature, as they highlight the Free State’s growing role in renewable energy, infrastructure investment and sustainable economic development.

Tokologo Municipality Welcomes Eskom’s Perseus–Zeus Transmission Line Project

Dealesville, Free State – Tokologo Local Municipality welcomes Eskom’s engagement with affected municipalities and stakeholders on the Perseus–Zeus 765kV Transmission Line Project, a major electricity infrastructure development aimed at strengthening South Africa’s transmission network.

The project, implemented through Eskom’s National Transmission Company South Africa (NTCSA), forms part of the national Transmission Development Plan. It involves the construction of a high-voltage transmission line connecting the Perseus and Zeus substations.

Section A of the project will run from the Perseus Substation near Dealesville and pass through areas that include Tokologo, Tswelopele and Matjhabeng municipalities. Construction of this section has been awarded to Siyavuya Power Projects and is expected to take approximately 22 months.

The Municipality notes that the project has the potential to create local employment opportunities, including unskilled and semi-skilled positions, while also opening opportunities for qualifying local SMMEs and service providers.

Tokologo Local Municipality encourages communities, local businesses and stakeholders to work together constructively to support the smooth implementation of the project. Collaboration will be important in ensuring that the project is delivered successfully and that affected communities benefit from available socio-economic opportunities.

Major Solar Energy Investment Advances in Tokologo Local Municipality

A significant renewable energy project has reached a major milestone in the Free State, Tokologo Local Municipality, with independent power producer Anthem announcing financial close on its R9 billion Notsi Solar PV Project.

The project, to be developed in the Free State, will generate 475 MWac (620 MWdc) of solar power, making it one of the largest solar photovoltaic facilities in South Africa. Spanning more than 1 000 hectares and comprising over 860 000 solar panels, the facility is expected to produce approximately 1.5 million MWh of clean energy annually.

The project will supply electricity to businesses across various sectors, including agriculture, mining, retail and industry, through innovative energy wheeling arrangements using the national grid. Construction is expected to be completed within 26 months and will contribute to South Africa’s energy security, economic growth and decarbonisation efforts.

The investment further strengthens the Free State’s position as an attractive destination for large-scale renewable energy projects and highlights the province’s growing role in supporting South Africa’s transition to a sustainable energy future.
