The Financial Services Department is responsible for ensuring the effective, sustainable and accountable management of the municipality’s financial resources.

The department oversees key functions including Supply Chain Management, Expenditure Management, Asset Management, Budget Management and Revenue Administration. It ensures that municipal funds and assets are properly planned, controlled, managed and accounted for in accordance with approved policies, budgets, and applicable legislation.

Through sound financial planning, responsible expenditure, effective revenue collection, proper asset management and transparent procurement processes, the department promotes financial sustainability, good governance, and improved municipal service delivery.

The Supply Chain Management & Expenditure Department is responsible for managing the municipality’s procurement, expenditure, and payment processes in a fair, transparent, efficient and accountable manner.

The department oversees procurement activities, including sourcing goods and services, managing quotations and tenders, evaluating supplier submissions, administering contracts and ensuring compliance with applicable supply chain management policies and legislation.

It is also responsible for expenditure management, including processing payments, verifying supporting documentation, monitoring expenditure against approved budgets and ensuring that municipal funds are used responsibly and for authorised purposes.

Through effective procurement controls, financial discipline, and sound expenditure management, the department supports good governance, value for money, accountability and the efficient delivery of municipal services.

The Budget & Revenue Department is responsible for managing the municipality’s budgeting, revenue collection, financial planning, and income administration to support sustainable service delivery.

The department coordinates the preparation, monitoring, and implementation of the municipal budget, ensuring that financial resources are aligned with approved priorities, programmes and service delivery objectives.

It also manages municipal revenue streams, including billing, account administration, collections, debt management and the monitoring of income from rates, service charges and other municipal sources.

Through sound financial planning, effective revenue management and responsible budget control, the department contributes to financial sustainability, accountability, and the efficient use of municipal resources.
